Werner (1864-1954) was the British Consul to Fuzhou, a member of the Chinese Government Historiographical Bureau, Beijing, the author of Descriptive Sociology - Chinese and A Dictionary of Chinese Mythology (Shanghai, 1932), as well as the editor and translator of a number of works relating to China. Werner deals with the social structure, political institutions, belief systems, arts and crafts of China from the earliest times up to around 1915.
