Fourth edition. William Job Collins (1818-1884) was unusual in that he was a medical insider who was also an anti-vaccinationist. This diatribe against vaccination was so popular that this fourth edition emerged with a year of the first, during which time Parliament had passed an act to employ and pay Public Vaccinators, which seemed particularly to rile Dr Collins. His answer to the question in his title is that vaccination offers no protection at all: "the Jennerian theory […] has up to this time proved a failure" (p.26).
